43 is concerned with proposal (i) in my minute of 16th July above appointment of a British

Liaison Officer to the United States Army Headquarters for consultation on economic problems arising out of the reoccupation of Chinese territory. With this we are not primarily concerned. As however the appointment of this officer is likely to be effected much sooner than the establishment of the full Liaison Mission (proposal ii in my minute above) and as the Ambassador endorses Colonel Cowell's view that this officer is likely to be used by the Americans for liaison on general matters in addition to those for which he is nominally to be appointed, I think we might tell the Foreign Office with reference to 14-14 (V) that we have read with interest and would welcome an early appointment of an Economic Liaison Officer.

There are two particular points of interest in 2

(a) (X on page 2 of the Ambassador's despatch) The information that it is General 01nsted's intention to set up a school to train Chinese Officers for civil affairs administration and,

(b) (Y on page 2 of Colonel Cowell's report). That the procurement Branch of the American G.5 Section of the U.S. headquarters has asked for information on the port installations, transport facilities and buildings suitable for offices and billetting etc. in Hong Kong, in connection with their plans to meet the requirements of the U.S. Forces from local resources. Mr. MacDougall and Mr. Mayle should see.
